Refer to Government of Punjab, Finance Department letter vide No. FD.PC.40-12/2017 (649/20) 17002-17026 dated 08.03.2021 and Govt. of the Punjab, School Education Department vide No. SO (Promotion-11) SED/8-1/2019 dated 18.03.2021 in which the following directions/ remarks have been passed:
“The case has been examined, administrative Department is informed that Finance Department received a number of requests from different departments inquiring how many persons fall under the definition “due to a few numbers of posts in the upper tier” for the grant of Time Scale Promotion/Up-Gradation which is the basic concept of Finance Department Notification No. No. FD.PC.40-12/2017 dated 19.04.2019. However, after approval of the Competent Authority, it was clarified that “due to a few numbers of posts in the upper tier” means that the posts in upper-tier are less than or equal to 10% of the posts in the lower tier vide Finance Department’s Notification No. No. FD.PC.4012/2017 dated 20.12.2019.
In view of the foregoing, Finance Department reiterates its earlier advice bearing the same number dated 20.08.2020.
I am, further, directed to request you to take further necessary action according to the advice of Finance Department in letter and spirit, please.”
And refer to Government of the Punjab, Finance Department letter No.
FD.PC.40-12/2017 (649/20) 7300-7297 dated 20.08.2020 and Govt. of the Punjab, School Education Department letter No. SO(S-VI) SED/8-1/2019 dated 28.10.2020 in which the following directions/ remarks have been passed:
“The case has been examined. The administrative department is advised to withdraw all orders/advice of time scale promotion issued prior to issuance of Finance Department Notification No. FD.PC.40-12/2017 dated 20.12.2019 which are not covered under the notification ibid. whoever, the recovery of overpayment drawn on account of personal up gradation may be made as per law/rules.”
